His Excellency the Governor has the honour to present for the consideration of the Finance Committee of the Legislative Council the items (Nos. 140 to 168 of 1931) of supplementary expenditure set out below.

MEMORANDA EXPLAINING THE ITEMS.
The supplementary vote approved under Message No. 12 of 19.10.31 proved to be insufficient owing to an unexpected increase in the number of prisoners.
The above is to be met from savings under materials for Repairs and Renewals (1931 Estimates page 51 sub-head 15).

stations to the end of this year.
Through the transposing of figures a sum of $5,780 instead of $5,870 was inadvertently inserted in the 1931 Estimates.
